Of that, the Ipid said it investigated 275 complaints of tax refund theft between August 2017 and June 2018. Ipid spokesperson, Ayanda Kota said that the thieves targeted online transactions. The thieves would register as users, by paying a set fee to an online retailer, to then access the recipient's bank account and claim a refund for the money the recipient paid. "As the transactions are registered on the internet, the source of the payment is difficult to trace and the beneficiary does not receive a police report indicating the charge of tax refund theft," Kota said. Kota said the majority of complaints of tax refund fraud were reported by recipients of refunds. "The victims are ultimately left without any refund and they need to go through the entire process of correcting any anomalies caused by the fraud," she said. Kota said several schemes were employed to defraud and steal taxpayers' money. One of these was the submission of false claims for tax refunds.
